Murray report a circuit-breaker
Mr Windsor yesterday handed down the final report of his committee of inquiry into the social and economic effects of water buybacks in the Murray-Darling Basin, which was set up in the wake of widespread community anger over the release of the guide basin plan last October.
The guide -- which had recommended that between 3000 and 4000 gigalitres of water be bought back from farmers across the basin -- was condemned by both sides of parliament.
Mr Windsor's committee report yesterday identified just over 2000GL of water-saving infrastructure projects that could dramatically reduce the level of water buybacks to be recommended by the Murray-Darling Basin Authority when it releases its next draft reform document later this year.
While almost half of the water savings projects identified by Mr Windsor's committee have already been completed, and some are not located within the basin, others could receive funding under the federal government's $5.8 billion infrastructure fund.
The 253-page report urged Water Minister Tony Burke to immediately move to suspend "non-strategic" water buybacks and purchase water on the open market only when there was a minimal impact on the community.
That recommendation was yesterday slammed by South Australian Water Minister Paul Caica, who said it was not "necessary or desirable" to suspend the current federal water buyback process.
The push to halt all non-strategic buybacks was also roundly criticised by the Australian Conservation Foundation, which strongly urged the government to reject the proposal.
ACF's healthy rivers campaigner Arlene Harriss-Buchan said: "The efficiency and effectiveness of the voluntary buyback program has been acknowledged by the National Audit Office."
The committee -- which was made up of both Labor and Coalition MPs -- pushed to strip responsibilities from the Department of Sustainability, Environment and Water, which the report found "has demonstrated a consistent failure to deliver on water programs".
It proposed a new government-owned corporation be set up to source water for the environment as well as a stand-alone commonwealth water holder.
The committee members also issued a scathing assessment of the performance of the MDBA, declaring it had made "fundamental mistakes" when it recommended drastic water allocation reductions.
Mr Burke last night said the Gillard government was considering all of the committee's findings.
